Defense & National Security
Current Situation: Our country has two major beaches, but the income generated from them is very low. Among these, Cox’s Bazar generates higher revenue, whereas Kuakata Beach generates significantly less. Both beaches lack proper security measures, quality accommodations, and safe dining facilities. The areas around the beaches are not secure. Due to the dominance of political leaders, MPs, ministers, and influential individuals, the security concerns of the general public, expatriates, and foreign tourists remain unaddressed. Problem: A major issue is the lack of security for visitors. They face risks regarding safety in accommodations and dining. Elite hotels lack adequate security. While enjoying the beauty of the beaches, many visitors face issues like theft, extortion, and harassment, losing all their belongings. As a result, despite interest, many local and foreign visitors avoid visiting the beaches. This contributes to economic losses for the country. Proposal: Among the countries of the world, two places allow a view of both sunrise and sunset—Japan and Bangladesh's Kuakata Beach. High-quality and secure facilities must be provided at Kuakata Beach and Cox’s Bazar Beach for tourists. Premium accommodations and safe restaurants must be available for their stay and dining. Security around residential hotels and the beach areas must be intensified. Local police from nearby stations should be given special authority to perform their duties effectively. Every few miles along the beaches, a signboard with a complaint number should be installed. If a tourist is in danger, they can call the complaint number, and the police will respond promptly. To enhance security, police vans, ambulances, and fire service resources must be stationed at both beach-area police stations. Restaurants should be inspected quarterly by a designated inspection team to ensure food quality and cleanliness. Moreover, security measures must be strengthened in all areas by the government to prevent accidents. In case of any incidents, responsible officers should be held accountable, and appropriate penalties should be enforced by the government. Implementing these improved measures will encourage the growth of numerous private institutions. Benefits: The two beaches will become more attractive for tourists to visit. With improved security and facilities for accommodation and dining, the number of tourists will increase compared to the present. As a result, the country's income will rise, and unemployment in the two beach areas will decrease significantly through various business and job opportunities. The government's revenue will increase. Foreign investment will grow, and expatriate Bangladeshis will also be interested in investing.
Current Situation and Problem: Currently, Bangladesh's Mongla and Chittagong ports are underutilized, generating very little revenue. This contributes to the country's economic problems. Work opportunities for port laborers have decreased, leaving many unemployed. Proposal: By improving the management of Chittagong and Mongla ports, Bangladesh can earn significant revenue and create employment opportunities for many people. In this case, the country’s government won’t need to spend additional money on communication infrastructure. Proposals for port utilization must be presented during diplomatic meetings with foreign governments. Once foreign entities agree to utilize these ports, operations must commence under minimum contractual terms. Contract conditions: a) The port’s security will be provided by the Bangladesh government. b) Loading and unloading work at the port will be done by Bangladeshi citizens. c) Bangladesh will not impose port charges. d) Transportation costs within Bangladesh’s borders will be borne by the port-using country. e) Road tolls for port access will be paid by the port-using country. f) Additional security costs for transportation will be borne by the port-using country. Benefits: The country's economy will improve, and numerous employment opportunities will be created for the unemployed.
Current Situation: In our country, the Chief Justice is appointed by the government head. Other judges are appointed with the consultation of the Chief Justice and the President. Various departments have recruitment committees that appoint officers and employees. The President's consultation and intervention exist in the process. At any time, employees working against the government's opinion are dismissed or transferred. Problem: Due to the government's interference, qualified and meritorious individuals are not getting appointed. Unqualified individuals are being appointed in exchange for bribes, leading to an increase in corruption. Because of political interference in administrative regulations, the efficiency of public and state operations is declining. Taking advantage of this, some dishonest officers and employees are engaging in bribery and corruption. As a result, the country's development is hindered. Proposal: The Prime Minister will appoint qualified individuals for positions such as Chief Justice, Chief of Army, Chief of Air Force, Chief of Navy, Chief of BGB, and Chief of Police for a tenure of 5 years as per the constitution. After the appointment, they must perform their duties in compliance with constitutional rules, and the Prime Minister cannot interfere. If any department's official violates constitutional rules and engages in misconduct, a team of at least 20 senior officials from the department, including the Chief Justice, will be formed to investigate. If proven guilty, they will be tried under constitutional provisions without interference from the Prime Minister. All subordinate officials and employees under these senior officials must be managed by a recruitment committee comprising 20 senior officers led by the departmental chief. There will be no interference from the government or the head of state in this process. Matters related to dismissal, transfer, and all other employment issues must follow constitutional provisions managed by the recruitment committee. If any wrongdoing is committed, a 20-member team led by the Chief Justice and senior judges will be formed. If found guilty, the individual will face penalties ranging from a minimum of 20 years of imprisonment to the death penalty, and the judicial proceedings will take place in court. If the Chief Justice or other heads violate the law and it is proven, they will also face similar judicial actions. However, there will be no interference from the head of state or the ruling party. The head of state or government cannot intervene in the work of the individuals appointed as outlined above. Benefits: The practice of bribery by all political parties and MPs and ministers of the ruling party will cease, and corruption will be eliminated from the country. The recruitment committee will be able to function effectively. Qualified individuals will secure jobs based on their merit. Unqualified or manipulative individuals will not be able to secure jobs. The country's development will accelerate rapidly.
Current Situation: In our country, individuals with low, moderate, and high education levels are all involved in journalism. Many journalists blackmail various professionals, including political leaders, industrialists, businesspersons, and government officials. However, some journalists, despite being honest, cannot reveal the truth in their reports. Problem: Political leaders and professionals face various obstacles in performing their duties accurately. Many journalists intimidate even the police, preventing them from working properly. The country’s MPs, ministers, judicial, and legal systems often cannot take action against unruly journalists. This situation is extremely harmful to the country. Good journalists are unable to perform their work effectively. False journalism is creating unrest among the public. Proposal: The constitution must establish specific educational qualifications for journalist recruitment. Journalists who suppress facts and accept bribes to publish false news must face license cancellation and penalties ranging from 10 years of imprisonment to the death penalty. If any individual or institution suffers harm due to false reporting, and it is proven, the journalist should face compensation charges and corresponding penalties. No journalist may publish any report without proper evidence. The above proposals must be enacted into law and implemented under the constitution. Benefits: Journalists will report and publish truthful news without engaging in deceit or bribery. Discussions will focus on truth rather than spreading falsehoods. Parliament, judiciary, and legal professionals can perform their duties without fear. The country will be free from corruption. Citizens will live and operate transparently.
