Democracy: Democracy primarily refers to individual democracy. In a personal sense, it means complete freedom of speech for an individual. Allowing every person to express their opinions without restriction, fear, or consultation defines democracy. From individual freedom, if democracy can be institutionalized at societal and national levels, we achieve a democratic state. The backbone of this democratic state will be the solidarity of truly democratic parties or organizations. To establish a democratic party, leaders or party heads must be elected at all levels, from the grassroots to the highest levels, through direct votes or opinions of general members. Formation of Political Parties: A democratic political party is the backbone of a democratic country. The primary objective of forming a political party is to protect the national interests of the country. To establish a democratic political party, union committees, sub-district committees, district committees, and central committees must be formed sequentially using democratic procedures. Under this democratic process, the party must first be formed at the union level, involving general members, and every union-level party member must have a party card and pay a minimum monthly subscription of 10 BDT. The collected funds will be used to form the union committee through a secret ballot among the union party members, and the remaining funds will be deposited into the party’s higher committee account. An election for forming these committees must be held every two years. A monthly report on collected subscriptions and organizational expenses must be presented to all members in the form of a resolution. The past month’s activities will be discussed, and plans for the upcoming month will be outlined. Sequentially, sub-district (thana) and district committees must be formed. Arrangements must be made for secret voting among the party members at the sub-district and district levels. The elected committee will collect monthly contributions of 20 BDT and 40 BDT, respectively, from all party members at the sub-district and district levels and deposit these into the committee’s bank account. As per the union committee's model, the sub-district and district committees will present monthly income and expenditure reports at monthly member meetings. These meetings will also include discussions and planning of activities, with the plans documented in resolutions. A central committee must be formed through secret voting by all district-level members. For the central committee's income and expenses, a portion from union, sub-district (thana), and district committees must be deposited into the party's central bank account. The central committee will convene a member meeting every month, including representatives from union, sub-district, and district committees. During this meeting, the central committee will present monthly income and expenditure reports, discuss the past month’s activities, and outline detailed plans for the upcoming month. All committee members’ contributions will be collected and distributed through a regulated cycle. All committees must collect money from all general members through receipts. In forming the committee of a democratic political party, opinions or votes must not be taken openly (yes/no votes or opinions in public) without a secret ballot. This is because many members may not feel comfortable expressing their opinions publicly due to various issues. Union, sub-district (thana), district, and central committees must hold elections every two years. In this way, a truly democratic political party can be established. No country can achieve complete democracy without democratic political parties. The laws governing progressive and democratic political party registries must be included in the Constitution of Bangladesh. This will ensure that all political parties in Bangladesh are recognized as fully democratic political parties.
